Officially published on the 19th of November, upon the request of the President of the Republic, the Rocard-Juppé Commission's report on the "Grand Emprunt", or "Big loan", puts forward a proposal to invest 3 billion Euros in eco-mobility.
The
Grand Emprunt is a project initiated by Nicolas Sarkozy, aimed at gathering funds in support of France's economic growth.
The mission of the
Rocard-Juppé Commission, named after two former French Prime Ministers from the country's leading political parties, is to deliberate on how these funds should be used. The report has identified
7 priorities for a total loan of 35 billion Euros.
The Commission proposes to allocate three billion Euros to one of seven selected sectors:
the development of tomorrow's transport. The report highlights that the development of new, clean technologies is a matter of urgency in the transport sector, "
France's leading producer of CO2" generating 33% of total CO2 emission. Furthermore, an 8% increase in associated CO2 emissions was observed between 1990 and 2008.
The commission also proposes a two billion Euro investment in the
aeronautics and space industry, and one billion for land and sea transport: "
tomorrow's planes and helicopters", "
a new generation space launcher" or even satellites… indeed, the aeronautics and space industry has a great number of projects requiring funding.
The two billion Euros allocated to the industry could be used in the form of reimbursable advances or loan guarantees, for projects that are co-funded by European partners and private stakeholders.
Funds will be managed by
Oséo, the public banking institution in support of SMEs.
Developing new generation technologies has become a necessity, all the more so since air traffic-related CO2 emissions escalated by 65% from 1990 to 2008.
As for tomorrow's vehicles, the report advocates a one billion Euro allocation for the new Renewable Energy Agency, to be set up within the framework of the loan.
The agency will select and co-fund the most innovative projects "
from demonstrators and experimental platforms in all fields of sustainable mobility," be they batteries, "
intelligent vehicles", or even new materials for cars, trucks, ships, etc.
